In Weber’s view, for the creation of modern state there are two prerequisites and therefore two obstacles: the financial situation which can be seen in a capitalist economy and the opposition of traditionalists and aristocrats. The most serious move in the path of creating a modern state in Iran is known to belong to the first Pahlavi era.
